It automatically handles setup, publishing, and subscribing for a connected rosserial-enabled device. If Python is already installed on your computer, verify the version. If you have never used Python before, you may want to consider a complete platform such as Anaconda. Make sure that Python 3.x is installed on your computer.
Navigate to /~gohlke/pythonlibs/#numpy and select a build for your Python version and for AMD64.
In fact, 64 bit Windows is not officially supported by NumPy.
